Background

Federal Correctional Institution Yazoo City Low is a low-security federal prison in Yazoo City, Mississippi, which houses male inmates. It opened in 1996 and is part of the Yazoo City Federal Correctional Complex. Federal Correctional Institution Yazoo City Camp, which also houses male inmates, was opened in 2001 and is adjacent to the main institution.

Notable inmates include Karey Lee Woolsey (who served 13 years for attempting to distribute more than 7,000 pounds of marijuana and released an album while incarcerated at FCI Yazoo City Low, which reached a top 10 ranking on Billboard charts).

Media reports indicate that one inmate has been indicted for operating a drug trafficking scheme, and another inmate was indicted for operating a tax fraud scheme. Two guards were treated for heat-related medical emergencies after the institution went without power for ten days. Additionally, at least one guard has been indicted for accepting a bribe.

Inmate Housing

Inmates are housed in one of 12 housing units separated into dormitories consisting of two-person cubicles and a six-person room in each housing unit. Camp prisoners are housed in dormitories.

Health Services

FCI Yazoo City Low provides primary health care for acute and chronic conditions, including diagnosis, treatment, education, and counseling for inmates. Physical examinations, dental services, pharmacy services, immunizations, and special care items (e.g., eyeglasses) are provided. Inmates are assigned to a primary care provider who will treat them during their stay. Emergency medical care is available 24 hours a day by approaching any staff member and requesting assistance. Sick call is conducted between 6:00 and 6:30 a.m. Insulin and pill lines are held at 6:30 a.m., 9:30 a.m., and 5:00 p.m.

Psychology Services

Psychology services include intake screening, crisis intervention, and individual and group counseling. Group therapy includes anger management, HIV/ AIDS Awareness, criminal thinking, and other similar programs. A self-help library is also available. Notices of upcoming treatment groups are posted in inmate housing units. Suicidal inmates can approach any staff member and request to be seen by a psychologist. Emergency care is available 24 hours a day. The open house is on Wednesday at 11:00 a.m.

Residential Drug Abuse Program (RDAP)

Yazoo City federal prison low offers the Residential Drug Abuse Program (RDAP). The camp does not have the Residential Drug Abuse Program (RDAP). A Drug Education Class and Non-Residential Drug Abuse Treatment Programs (NR-DAP) are also offered.

Education Services

FCI Yazoo City Low Federal Correctional Institution provides literacy, GED, and English-as-a Second Language (ESL) programs. An incentive award of $25.00 will be given to inmates after completing the GED, ESL, or apprenticeship programs. Inmates teach Adult Continuing Education (ACE) classes and other special interest courses. Current ACE classes include Spanish, Buying a Home, Buying an Automobile, Music Theory, American History, Marketing, and Investing. Release Preparation and parenting classes are also available. High school diplomas and post-secondary degrees are available through paid correspondence programs.

Advanced Occupational Education

FCI Yazoo City Low does not offer any advanced occupational education programs.

Vocational Training

At Yazoo City federal prison low vocational training is available in Microsoft Office, Cabinetry, Restaurant Management, Drafting, AutoCAD, and Heating and Air Conditioning. The camp does not offer any vocational training.

Apprenticeship

FCI Yazoo City Low offers apprenticeships in Cabinet Making (8,000 hours), HVAC (6,000 hours), Teacher’s Assistant (4,000 hours), and Custodial Maintenance (2,000 hours). The camp does not offer any apprenticeships.

Library Services

Leisure and law library services are available for inmates. In the leisure library, inmates can check out newspapers, magazines, and fiction and nonfiction books. DVD movies and an interlibrary loan program are also available. In the law library, inmates can use a copy machine, typewriters, and the TRULINCS Electronic Law Library. The law library is located in the Education Department.

UNICOR

The FCI Yazoo City Low UNICOR facility produces clothing and textiles.

Commissary

Inmates are allowed to spend $360.00 per month. This is further restricted to $90 per week. This is further limited to $90 per week. Inmates are allowed to shop once a week on their designated shopping day. Shopping days rotate quarterly, and the schedule is posted at the commissary. Food, beverages, clothing, and electronics can be purchased. Sales are conducted Monday through Wednesday from breakfast to 2:00 p.m. UNICOR inmates are allowed to shop first each morning.

Recreation Services

FCI Yazoo City Low Federal Correctional Institution offers both indoor and outdoor activities. Inmates can play board and card games, paint, draw, and engage in other art and crafts projects. Inmates can also exercise, play sports, walk or run on the track, and participate in many structured and unstructured activities.

Prison Politics at Federal Correctional Institution Yazoo City Low

While some said this is a moderately political yard, others felt that politics are limited. Inmates are not required to be in a car. According to one inmate, “All inmates are free to use the Rec yard, work in UNICOR, and even use the TV room (depending on housing unit).” Another explained that the extent of politics is where people sit in the chow hall.

Level of Violence

There is a low to moderate level of violence, with two or so monthly fights. According to one respondent, “Violence is only evident amongst those who incur debts without repayment or disrespect another inmate. I consider this a pretty safe yard depending on who you hang out with.”

Vulnerable Populations

Sex offenders, informants, and LGBT inmates can stay, though they will be somewhat ostracized. While all can walk, one inmate explained that “if they go about trying to hide their charges (or are vocal about them) or hang with certain crowds and then get found out, then problems such as checking in could arise.” Another inmate noted that “sex offenders and gays are generally left alone but are almost always excluded from organized sports.”

FCI Yazoo City Low in the News

In June 2018, Keith Mullen, a prisoner at Federal Correctional Institution Yazoo City Low, pleaded guilty after helping to arrange the purchase and delivery of 30 kilograms of methamphetamine with outside co-conspirators Allen Smith, Vincent Taylor McGee, and Jose Pacheco.

In August 2016, Henry Lamont Jones, a prisoner at FCI Yazoo City Low, was indicted along with an outside co-conspirator, Toni Chinwah, for running a tax fraud scheme.

In June 2014, two low-security Federal Correctional Institution Yazoo City employees were treated for heat-related medical emergencies after the facility lost power for ten days, from the 15th to the 25th.

In February 2013, Robert Kale Johnson, a guard at FCI Yazoo City Low, was sentenced to 15 months for accepting a $5,000 bribe.
