RRM Nashville is one of the Bureau of Prisons’ 22 Residential Reentry Management field offices, and the only one that prints a Tennessee or a Kentucky judicial district. All five are its own: Western, Middle and Eastern Tennessee, Western and Eastern Kentucky. The office is on Broadway in Nashville, in the Mid-Atlantic Region, and it administers seven halfway-house contracts.

What does RRM Nashville do?
Nobody is held here. It is the Bureau’s administrative office for community placement across two states, and the Bureau puts the job in one sentence: RRMs “administer contracts for community-based programs and serve as the Federal Bureau of Prisons local liaison with the federal courts, the U.S. Marshals Service, state and local corrections, and a variety of community groups within their specific judicial districts,” and “RRM Staff also monitor local Residential Reentry Centers.”
Two names, one office. Program Statement 7310.04, the 1998 referral policy, uses Community Corrections Manager; Program Statement 5325.09, dated June 22, 2026, records at p. 1 that it “Changes Community Corrections references to Residential Reentry Management (RRM).” A handbook, a letter or an older court filing that says CCM is describing this office.
Which federal judicial districts does RRM Nashville cover?
Five, and together they are the whole of two states. Tennessee is divided into three judicial districts, Eastern, Middle and Western, by 28 U.S.C. § 123; Kentucky into two, Eastern and Western, by § 97. This office prints all five, and no other reentry office prints any of them, so within these two states there is neither an overlap nor a district left out. The gap is across the state line. Indiana is divided into a Northern and a Southern District by 28 U.S.C. § 94, and RRM Chicago prints only Northern Indiana. As the 22 office pages stood on September 17, 2026, none printed the Southern District of Indiana, which sits across the Ohio River from Louisville. That is a gap in what the Bureau publishes rather than a finding that no office handles those releases, and this page assigns the district to nobody.
Placement follows the release district, which is not always the district holding the prison. Program Statement 7310.04 at p. 12 has the Warden, where a referral is genuinely in doubt, consider contacting the Chief U.S. Probation Officer in the release district. Two Bureau records about Tennessee disagree, and they are worth keeping apart. This office is printed as a Mid-Atlantic Region office, and the Bureau’s Offices page lists Tennessee and Kentucky under the Mid-Atlantic Regional Office, read September 18, 2026. The roster nevertheless records FCI Memphis, the state’s one institution, in the South Central Region. That disagreement is about the prison’s region, not about which reentry office covers a Tennessee release district; both records were current and this page resolves neither.
Which halfway houses does RRM Nashville oversee?
Seven contracts on the Bureau’s national contract list in September 2026, carrying 432 contract beds, and every one of the five printed districts has at least one. Five are held by Dismas Charities. One, the Salvation Army’s at Chattanooga, expires on October 31, 2026 — within two months of this page — so check it against the Bureau’s own list first.

Bed figures in that table are contract capacities, and a contract is not a placement. The Bureau’s short account of what a residential reentry center asks of a resident belongs beside them: residents are “expected to be employed 40 hours/week within 15 calendar days after their arrival at the RRC,” and subsistence “is 25 percent of their gross income, not to exceed the per diem rate for that contract” (read September 18, 2026).
When does halfway-house and home-confinement placement happen?
There are two timetables, and the earlier one is not the referral. Release Preparation Program enrollment comes first: Program Statement 5325.09 provides at p. 8 that “Inmates will be enrolled in the RPP between 18 and 24 months prior to their institution departure date to the community.” The referral itself is governed by a figure set in 1998: Program Statement 7310.04 provides at p. 13 that “Normally 11 to 13 months before each inmate’s probable release date, the unit team shall decide whether to refer an inmate to a Community Corrections program.” The Bureau has not reissued that timing.
Statute sets the outer limits. Under 18 U.S.C. § 3624(c)(1) the Director is to ensure, so far as practicable, that a prisoner spends part of the final months of the term “not to exceed 12 months” in conditions that prepare for reentry. Home confinement under § 3624(c)(2) may be used for “the shorter of 10 percent of the term of imprisonment of that prisoner or 6 months.” Time in prerelease custody earned through First Step Act time credits answers to neither figure: § 3624(g)(10) provides that “The time limits under subsections (b) and (c) shall not apply to prerelease custody under this subsection.”
A dated change sits in the middle of this: the Department’s interim final rule on First Step Act time credits, 91 Fed. Reg. 55740 (Aug. 31, 2026), is effective September 30, 2026 and moves the start of earning under 28 C.F.R. § 523.42(a) from arrival at the designated facility to the commencement of the term.

Calls go to 629-266-6380 and the fax is 615-736-5147. The Bureau publishes a mailbox, CNV-CCM-S@bop.gov, which is the address lawyers generally use. Staff mail is addressed to RRM Nashville, Residential Reentry Office, 701 Broadway St, Suite 124, Nashville, TN 37203.
The records for this office are unusually clean. Street block and staff-mail block give the same suite of the same building, the county field prints DAVIDSON, and the published coordinates fall in Davidson County on the Census Bureau geocoder, checked September 17, 2026 — which is not true of every office in this system. One of the seven centers it administers, on Lea Avenue, is in Nashville too.
Do not address mail to a person here. A reentry office administers contracts; it houses nobody, and a letter sent to a resident at this address will not arrive. Write to the center, or to the prison if the person has not moved yet. The Bureau’s inmate locator shows, for someone already in prerelease custody, the reentry office responsible rather than the center’s address. Passes, curfews and sign-out are the center’s to answer for; the referral is the unit team’s; the contracts and home confinement oversight are this office’s.
Can someone in a halfway house or on home confinement under RRM Nashville request compassionate release?
Yes. The request goes to the Residential Reentry Manager rather than to a warden. Program Statement 5050.51, dated September 3, 2026, provides at p. 3 that “‘Warden’ includes Residential Reentry Manager for requests filed by inmates designated to an RRC or on home confinement,” that such requests “must address why RIS is appropriate notwithstanding the inmate’s placement in prerelease custody,” and that they “will be sent to the Residential Reentry Management Office responsible for the jurisdiction in which the inmate is confined.” Our compassionate release page covers what one has to show.
How do administrative remedies work for people under RRM Nashville?
Same ladder, different first rung. Program Statement 1330.18 provides at p. 6 that “CCC inmates may mail their Requests to the CCM” — today, the Residential Reentry Manager. The deadlines are at p. 9: a response is due “by the Warden or CCM within 20 calendar days; by the Regional Director within 30 calendar days; and by the General Counsel within 40 calendar days,” and the time “may be extended once by 20 days at the institution level, 30 days at the regional level, or 20 days at the Central Office level.” Our guide to filing a BP-9 sets out each step.

It is a desk, not a dormitory. Bureau documents written before 2026 call the same office a Community Corrections Manager.
Where is RRM Nashville actually located?
At 701 Broadway St, Suite 124, Nashville, Tennessee 37203, in Davidson County, and unlike several offices in this system its name, its printed county and its published coordinates all agree. It is an administrative office in the Mid-Atlantic Region; no one is housed there and it does not accept visitors seeking a resident.
Which districts does RRM Nashville handle?

Start with the center. Curfews, passes, sign-out, employment checks and discipline inside the building are run by the contractor under its own rules. This office administers the contract and oversees placement, so a problem the center will not resolve, or one about the placement itself, is the one to raise here.
Can a person on home confinement ask for compassionate release?
Yes, and the request is filed with the Residential Reentry Manager instead of a warden. Program Statement 5050.51 at p. 3 treats the Manager as the Warden for people designated to a reentry center or on home confinement, and requires the request to explain why a reduction is appropriate despite the person already being in prerelease custody.
Is FCI Memphis in the Mid-Atlantic Region?
The Bureau answers that in two ways. Its roster records FCI Memphis in the South Central Region, while its Offices page lists Tennessee under the Mid-Atlantic Regional Office, both read in September 2026. The conflict is about the prison’s region; this office is printed as Mid-Atlantic, and it covers Tennessee release districts either way.
