Background
Federal Correctional Institution Dublin is a low-security federal prison in Dublin, California, that houses female inmates. It opened in 1974. Federal Correctional Institution Dublin Camp, which also houses female inmates, was opened in 1980 and is located adjacent to the central institution.
FCI Dublin became a female-only prison in 2012 and is now one of only three federal prisons for women.
In September 2021, the FCI Danbury Warden Ray J. Garcia was indicted for sexually abusing inmates. He had been placed on administrative leave in July 2021.
Notable inmates include:
- Patricia Hearst: served 21 months for bank robbery.
- Former LAPD officers Stacey Koon and Laurence Powell: served 24 months after being convicted of civil rights violations in connection with the beating of Rodney King.
- Heidi Fleiss: served 20 months for money laundering and tax evasion.
- Former Prime Minister of Ukraine Pavlo Lazarenko: served eight years after being convicted of money laundering.
Media reports indicate that guards have sexually assaulted at least nine female inmates. Additionally, at least three prisoners have escaped from the institution.
In 2017, Insider Monkey named FCI Dublin one of the ten easiest federal prisons to do time. In 2012, CNBC named the facility one of the 12 best federal prisons to do time. And in 2009, Forbes magazine named the institution one of the ten cushiest federal prisons in America.

The federal prison in Dublin, CA, houses inmates in two-person rooms. Inmates at the camp live in both cells and dormitories.
Health Services
The Dublin California prison Health Services department offers diverse medical care to inmates, including:

Recreation Services
The FCI Dublin Recreation Department comprises both indoor and outdoor components. These range from individualized arts and crafts programs to intramural team sports such as softball and volleyball. A variety of sports activities and exercise programs are offered.
Hobbycraft activities are also made available through the Recreation staff. Small projects, such as needlepoint, crochet, knitting, etc., may be worked on in the housing units. Most other activities will be conducted in the Arts & Crafts rooms.
Visitation Information for FCI Dublin
Visitation is from 8:00 a.m. to 2:00 p.m., Saturdays and Sundays. On federal holidays visitation is held between 8:00 a.m. and 2:00 p.m. All visits are conducted in the visiting room.

FCI Dublin in the News
In August 2003, Carlos Rodarte, a guard at Federal Correctional Institution Dublin, was sentenced to six months in prison for sexually assaulting two female prisoners in 2002 and lying about it to federal investigators.
In 1999, Jon Hyson, a guard at the federal prison in Dublin, CA, pleaded guilty to four counts of engaging in illicit sexual acts with female prisoners. In 1999, FCI Dublin guard Donnell Hawthorne pleaded guilty to engaging in sexual activities with three female prisoners. This was the fourth such case within the prior two years.
Dublin Prison Camp in the News
In 2022, five Dublin federal prison employees were charged with the sexual abuse of inmates. Congress has demanded an investigation by the United States Inspector General into potential Prison Rape Elimination Act (PREA) violations at the institution.
The most recent to be charged in federal court is Enrique Chavez, who is charged with abusive sexual contact with inmates. Several correctional officers charged face up to 15 years in prison if convicted.
In September 2017, Anna Armstrong and Irene Michell, serving sentences for methamphetamine possession, walked away from Federal Correctional Institution Dublin Camp.
In August 1998, prisoner Astarte Rice-Davis escaped from the minimum-security federal prison in Dublin, CA, by walking away.
