Metropolitan Detention Center Guaynabo, located adjacent to the U.S. Army’s Fort Buchanan, lies just six miles from Puerto Rico’s capital of San Juan. Opened in 1993, this administrative-level facility serves male and female inmates of all security levels, where inmates are housed in two-person cells. It is the only federal prison located outside the continental United States. Although detainees are awaiting trial in the U.S. District Court for the District of Puerto Rico, some are there to serve out the remainder of their short sentences. Sentenced inmates are often held on holdover status, pending final designation and transfer to the federal prison where they will serve out their sentence. While offerings at MDC Guaynabo are fairly limited, inmates do have access to typewriters, a limited leisure library in each housing unit, and highly limited recreational opportunities. Inmates who require additional legal materials can ask staff for assistance. Inmates are also permitted to use a monitored telephone system and can email their loved ones through the TRULINCS monitored email system. The facility also offers the Drug Education Class, Non-Residential Drug Abuse Treatment Program (NR-DAP), Alcoholics Anonymous, and Narcotics Anonymous to work cadre inmates. Other than these typical group therapy programs, the facility is designed to provide short-term mental, dental, and physical health care. Both designated and other inmates may purchase items in the institutional commissary.
