The federal prison Central Office is the headquarters of the Federal Bureau of Prisons. This office supervises the six regional offices. Central Office is ultimately responsible for all federal prison operations. The institution is also known as FBOP DC and the Bureau of Prisons, Washington, DC.

Director Michael Carvajal oversees and manages the federal prison system. Under him are Gene Beasley and Zachary J. Kelton. Beasley is the Deputy Director. Kelton is the Associate Director and Chief of Staff for the Bureau of Prisons (BOP).

Federal Prison Headquarters Divisions

FBOP DC’s Central Office develops and supervises national programs. It is headed by the Director of the Federal Bureau of Prisons. The below departments provide functional support for programming and operational needs. Federal prisons (BOP) incarcerate those who have committed federal criminal justice violations.

Federal prison headquarters only manages United States BOP facilities. It does not oversee state prisons or state departments of corrections. Local jail inmates are also not housed in federal prisons. Federal institutions also house District of Columbia inmates. These DC residents convicted of state or local crimes are incarcerated in federal prisons.

Administrative Division

The Administrative Division oversees the Bureau’s financial and facility operational management. Assistant Director Hugh J. Hurwitz currently leads this division.

The Administrative Division oversees the budget, finance, procurement, and property. This office also manages the Inmate Trust Fund Program. The FBOP DC Administrative Division also oversees facility programs, design, renovation, and maintenance. Every federal correctional facility receives this oversight.

Correctional Program Division

The FBOP DC Central Office’s Correctional Programs Division develops activities and programs for inmates. These programs reduce inmate idleness, classify inmates, and help inmates develop skills. The goal of this office is to help inmates reenter society following imprisonment. Assistant Director Andre Matevousian oversees it.

The Correctional Programs Division is also responsible for national policy and operations oversight. Duties include inmate classification, designation, transfer, records, and other inmate custody needs. This department also conducts sentence computations (e.g., sentence length and release dates). The division also coordinates with the Bureau’s Victim and Witness Notification Program.

Health Services Division

The Health Services Division oversees federal inmates’ medical, dental, and psychiatric care. Assistant Director Michael Smith leads it. The division is also responsible for health care delivery, infectious disease management, and medical designations. The Health Services Division oversees the Bureau’s Safety and Food Service programs.

Human Resource Management Division

The FBOP DC Central Office Human Resource Management Division manages federal prison staffing matters. Associate Director L. Christina Griffith oversees it. This division handles personnel matters, including pay, incentives, retirement, employee discipline, and performance evaluations. The Human Resource Management Division is also responsible for employee development, including policy oversight and national training programs.

Federal Prison Industries

Federal Prison Industries is the Bureau’s inmate labor program that contracts with outside providers. It is also known by the trade name UNICOR. Assistant Director Patrick T. O’Connor oversees it. According to the Bureau, “FPI employs and provides skills training to federal inmates in diverse factory settings.”

In reality, UNICOR acts as a form of government-sponsored, private contract work. Federal inmates primarily work in factory settings and provide services to government agencies and private companies. They work at reduced rates due to inmates receiving below minimum wage.

Information, Policy & Public Affairs Division

The FBOP DC’s Central Office Information, Policy & Public Affairs Division oversees the Bureau’s information technology operations. Assistant Director Sonya Thompson heads this division. This office is also responsible for the following:

  • Correctional security technology
  • The Bureau’s website

The Information, Policy & Public Affairs Division oversees the agency’s public affairs, legislative affairs, policy development, and records management.

National Institute of Corrections

The National Institute of Corrections provides training, technical assistance, information services, and policy development assistance to local, state, and federal prison systems. Associate Director Shaina Vanek heads it. The National Institute of Corrections also awards grants and assists other correctional agencies.

Office of General Counsel

The Central Office’s Office of General Counsel represents the Bureau of Prisons in various legal, policy, and management issues. Associate Director and General Counsel Ken Hyle oversee this office. The Office of General Counsel oversees six regional legal offices and 24 Consolidated Legal Centers.

This division defends against inmate litigation and provides legal counsel to regional offices and federal prisons. It is also general legal counsel for the FBOP in other matters. These include contractual negotiations, Freedom of Information Act (FOIA) requests, and staffing issues.

Program Review Division

The Program Review Division is responsible for providing oversight of Bureau program performance. The division also monitors program compliance. Assistant Director Louis Milusnic oversees it.

This division conducts program monitoring, risk assessment, and program policy compliance reviews. The Program Review Division also houses the Bureau’s Equal Employment Opportunity Office. This FBOP DC department is responsible for processing EEOC complaints.

Reentry Services Division

The FBOP DC Central Office Reentry Services Division oversees the Bureau’s inmate reentry programs. Associate Director David Paul heads the division.

This division develops and manages programs designed to advance inmate reentry needs. This includes the management of halfway houses, which are also known as Residential Reentry Centers. The Reentry Services Division comprises six divisions:
