RRM Sacramento is one of the Bureau of Prisons’ 22 Residential Reentry Management field offices. Its printed territory runs from the Sierra to the mid-Pacific: two California districts, Guam, Hawaii and what the Bureau calls Northern Nevada. The office works from 501 I Street in downtown Sacramento, in the Western Region, and it administers six halfway-house contracts.

What does RRM Sacramento do?
It buys and monitors community placement for its districts. The Bureau describes the job in a single sentence: RRMs “administer contracts for community-based programs and serve as the Federal Bureau of Prisons local liaison with the federal courts, the U.S. Marshals Service, state and local corrections, and a variety of community groups within their specific judicial districts,” and “RRM Staff also monitor local Residential Reentry Centers.”
Older paperwork calls the desk something else. Program Statement 7310.04 (Dec. 16, 1998) says Community Corrections Manager throughout; Program Statement 5325.09, dated June 22, 2026, “Changes Community Corrections references to Residential Reentry Management (RRM)” at p. 1.
Not every contract on this list is a bed. Two of the six are day reporting centers, at Sacramento and Honolulu. Program Statement 7430.03 (May 7, 2026) at p. 2 counts that as a way of living in the community: for community treatment services it defines residing in the community as residing at a “Residential Reentry Center (RRC), on Home Confinement (HC), assigned to a Day Reporting Center, or while on Federal Location Monitoring (FLM).”
Which federal judicial districts does RRM Sacramento cover?
Five printed lines: Eastern California, Northern California, Guam, Hawaii and Northern Nevada. In statutory form that is the Eastern and Northern Districts of California, two of the four that 28 U.S.C. § 84 creates, plus the District of Hawaii, the District of Guam and part of Nevada. California’s prisons are on our California hub; Hawaii’s one institution, FDC Honolulu, is on the Hawaii hub.
The Nevada line needs saying plainly. Under 28 U.S.C. § 108 “Nevada constitutes one judicial district,” with court at Carson City, Elko, Las Vegas, Reno, Ely and Lovelock. The north-and-south division is the Bureau’s own allocation of one court between two field offices, and RRM Phoenix prints the other part. The result shows in the table below: the one Nevada contract, in Las Vegas, is run out of Phoenix and appears on both lists. Nevada holds no Bureau institution, so there is no Nevada prison page to point a family to.
The two island lines are unalike. Under 28 U.S.C. § 91 Hawaii “constitutes one judicial district which includes the Midway Islands, Wake Island, Johnston Island” and eight further islands and reefs. Guam’s trial court is not an Article III district court: 48 U.S.C. § 1424 vests the island’s judicial authority in “a court established by Congress designated as the ‘District Court of Guam’,” which then has the jurisdiction of a district court of the United States.
Which office owns a case follows the district a person goes home to, not the one the prison stands in. Program Statement 7310.04 at p. 12 tells the Warden, where there is significant doubt about a referral, to consider “contacting the Chief USPO in the release district.” A Fresno or Oakland release address reaches this office from any institution in the country.
The rest of the state belongs to RRM Long Beach, which prints Central California and Southern California. Between them the two offices print all four California districts once each: nothing claimed twice, nothing missing.
Which halfway houses does RRM Sacramento oversee?
Six contracts, 307 beds of contract capacity, as the Bureau’s national list stood in September 2026. Four are reentry centers with a home-confinement component (RRC/HC); two are day reporting centers (DRC). A listing is not a promise of a place, and the bed figures are contract capacities rather than counts of people.

The Bureau sets out what a residential reentry center expects: ordinarily work of 40 hours a week within 15 calendar days of arrival, and a subsistence charge of 25 percent of gross income capped at the per diem rate for that contract (Residential Reentry Management Centers, read 18 September 2026). Program Statement 7300.09 at p. 135 puts the same test to the contractor.
When does halfway-house and home-confinement placement happen?
Two clocks, both started inside. Enrollment in the Release Preparation Program comes first: Program Statement 5325.09 at p. 8 provides that “Inmates will be enrolled in the RPP between 18 and 24 months prior to their institution departure date to the community.” The referral decision comes later. Program Statement 7310.04 at p. 13 says that “Normally 11 to 13 months before each inmate’s probable release date, the unit team shall decide whether to refer an inmate to a Community Corrections program.” That instruction is dated 1998 and the timing has not been reissued.
The ceilings are statutory and sit apart from the policy timetable. Under 18 U.S.C. § 3624(c)(1) the Director places a prisoner under prerelease conditions for part of the final months of a term “not to exceed 12 months.” Home confinement under § 3624(c)(2) may run for “the shorter of 10 percent of the term of imprisonment of that prisoner or 6 months.” Prerelease custody bought with First Step Act time credits answers to neither: § 3624(g)(10) provides that “The time limits under subsections (b) and (c) shall not apply to prerelease custody under this subsection.”
When those credits start accruing changes this month. The interim final rule at 91 Fed. Reg. 55740 (Aug. 31, 2026) is “effective September 30, 2026” and rewrites 28 C.F.R. § 523.42(a) to read that “An eligible inmate begins earning FSA Time Credits after the inmate’s term of imprisonment commences.” Until that date the regulation still ties the start to arrival at the designated facility. The Bureau weighs the five factors in 18 U.S.C. § 3621(b), file by file.
How do I contact RRM Sacramento?
The office takes calls on 916-288-4266 and its fax line is 916-930-2008. The Bureau publishes a mailbox for it, CSC-CCM-S@bop.gov, the address counsel normally write to. Staff mail goes to RRM Sacramento, Residential Reentry Office, 501 I Street, Suite 9-400, Sacramento, CA 95814 — the same building as the street address, unlike most of these offices.
Nothing addressed to a resident belongs here. An RRM office holds nobody; it is a contracting office with a telephone. Post and money for someone in a reentry center go to that center under its rules, and for someone still inside to the institution. The inmate locator is reticent on the point: the Bureau’s published guidance says it does “not reveal the actual address of the RRC – just the RRM office responsible for the inmate.” Passes and house rules are the center’s; the referral is the unit team’s; the contracts and oversight of home confinement are this office’s.
Can someone in a halfway house or on home confinement under RRM Sacramento request compassionate release?
Yes — and it is addressed to the Residential Reentry Manager, not a warden. Program Statement 5050.51, dated September 3, 2026, provides at p. 3 that “‘Warden’ includes Residential Reentry Manager for requests filed by inmates designated to an RRC or on home confinement,” that such requests “must address why RIS is appropriate notwithstanding the inmate’s placement in prerelease custody,” and that they “will be sent to the Residential Reentry Management Office responsible for the jurisdiction in which the inmate is confined.” Nearness to the gate is a point the request must meet, not one that ends it. How do administrative remedies work for people under RRM Sacramento?
The four steps are unchanged; only the first address moves. Program Statement 1330.18 (Jan. 6, 2014) provides at p. 6 that “CCC inmates may mail their Requests to the CCM” — the Residential Reentry Manager, in current language. The clocks are at p. 9: a response is due “by the Warden or CCM within 20 calendar days; by the Regional Director within 30 calendar days; and by the General Counsel within 40 calendar days.” Nor is the filing deadline absolute: at p. 5, “Where the inmate demonstrates a valid reason for delay, an extension in filing time may be allowed.” Our guide to filing a BP-9 runs the steps.
Frequently Asked Questions
What does RRM mean on a Bureau of Prisons record?
Residential Reentry Management. It is a field office, not a facility: it buys and monitors halfway-house contracts, oversees home confinement, and is the Bureau’s local point of contact for the federal courts, the marshals and state and local corrections inside its districts. Bureau policy used the older title Community Corrections Manager for exactly the same office until 2026.
Where is the RRM Sacramento office?
At 501 I Street, Suite 9-400, Sacramento, California 95814, in Sacramento County, in the federal courthouse block in the middle of the city. Staff mail goes to the same street address, which is unusual in this estate. The office is in the Western Region and holds nobody, so there is nothing to visit.
Does RRM Sacramento cover the whole of Nevada?
No. The Bureau prints Northern Nevada here and Southern Nevada under RRM Phoenix, but the split is administrative. Congress made Nevada a single judicial district and said so in six words. The Las Vegas contract is administered from Phoenix. For a Reno or Carson City release address, this is the office that receives the referral packet from the institution.
Why are Guam and Hawaii on a Sacramento office’s list?
Because the Bureau allocates whole judicial districts to field offices, and the Pacific districts went to this one. Distance changes nothing on paper: the referral starts with the unit team at the institution and reaches the Residential Reentry Manager for the release district. On the September 2026 list Hawaii has one contract and Guam none.
Who actually makes the halfway-house decision?
Three parties in sequence. Program Statement 7310.04 at p. 13 puts the referral with the unit team at the institution, normally eleven to thirteen months out; the Warden approves it; and the contractor decides whether to accept the person. RRM Sacramento sits between the second step and the third, and it takes no application from a family.
What is a day reporting center, and why are two contracts marked DRC?
A day reporting center supervises and treats a person who sleeps elsewhere, so it carries no residential bed in the ordinary sense. Program Statement 7430.03 at p. 2 lists assignment to one beside a reentry center and home confinement as ways of residing in the community. Two of the six contracts here, at Sacramento and at Honolulu, are of that kind.
