It covers four federal judicial districts — three in Texas and the District of New Mexico — from an office at 727 East Cesar E. Chavez Boulevard in San Antonio, in the Bureau’s South Central Region, and it administers 13 halfway-house contracts.

What does RRM San Antonio do?
It is the Bureau’s local office for community placement. In the Bureau’s own words, RRMs “administer contracts for community-based programs and serve as the Federal Bureau of Prisons local liaison with the federal courts, the U.S. Marshals Service, state and local corrections, and a variety of community groups within their specific judicial districts,” and “RRM Staff also monitor local Residential Reentry Centers.”
The name is recent. Bureau policy called these offices Community Corrections Managers, and Program Statement 7310.04 still uses that term throughout; Program Statement 5325.09, issued June 22, 2026, “Changes Community Corrections references to Residential Reentry Management (RRM)” at p. 1. A document that says CCM and a document that says RRM are describing the same office — the Bureau’s Community Corrections Manual included.
Which federal judicial districts does RRM San Antonio cover?
Four. The Bureau prints them as Eastern Texas, Western Texas, Southern Texas and New Mexico — in statutory form, the Eastern, Western and Southern Districts of Texas and the District of New Mexico. The Northern District of Texas is not among them; the Bureau assigns it to RRM Dallas. The Texas institutions in these districts are listed on our Texas hub; the Bureau operates no institution in New Mexico.
Which office handles a case follows the release district, not the district the prison sits in. Program Statement 7310.04 at p. 12 tells the warden to consider contacting the Chief U.S. Probation Officer in the release district. Someone serving a sentence in Pennsylvania who is going home to El Paso is an RRM San Antonio matter.
Which halfway houses does RRM San Antonio oversee?
Thirteen contracts, as the Bureau’s national contract list stood in September 2026, with a combined contract capacity of 941 beds. A contract on this list is not a placement promise, and the bed figures are contract capacities rather than counts of people.

The Bureau describes what a residential reentry center requires of a resident: employment of 40 hours a week within 15 calendar days of arrival, and subsistence payments of 25 percent of gross income, not to exceed the per diem rate for that contract.
When does halfway-house and home-confinement placement happen?
Two clocks run. Release Preparation Program enrollment comes first: Program Statement 5325.09 at p. 8 provides that “Inmates will be enrolled in the RPP between 18 and 24 months prior to their institution departure date to the community.” The referral decision comes later — Program Statement 7310.04 at p. 13 says that “Normally 11 to 13 months before each inmate’s probable release date, the unit team shall decide whether to refer an inmate to a Community Corrections program.” That statement is dated 1998 and the Bureau has not reissued the timing.
The statutory ceilings are separate from the policy timetable. Under 18 U.S.C. § 3624(c)(1) the Director places a prisoner in prerelease conditions for a portion of the final months of the term “not to exceed 12 months.” Home confinement under § 3624(c)(2) runs for “the shorter of 10 percent of the term of imprisonment of that prisoner or 6 months.” Prerelease custody earned through First Step Act time credits is not bound by either figure: § 3624(g)(10) provides that “The time limits under subsections (b) and (c) shall not apply to prerelease custody under this subsection.” None of this is a promise about any individual; the Bureau decides placement, and it decides it case by case.

The office takes calls at 726-224-5472 and its fax is 210-472-6224. The Bureau publishes a staff mailbox for the office, [email protected], which is the address attorneys generally use. Staff mail goes to RRM San Antonio, Residential Reentry Office, 727 East Cesar E. Chavez Blvd, Suite B-138, San Antonio, TX 78206. The Bureau’s own record prints the street as “BLV,” truncated; the street is Cesar E. Chavez Boulevard.
Do not send mail to a person here. An RRM office is an administrative office, not a facility that houses anyone. Mail for someone in a halfway house goes to that center; if you are not sure where someone is being held, the Bureau’s inmate locator is where to check. Day-to-day rules, passes and sign-out are the center’s business; the referral itself is made by the unit team at the institution; RRM San Antonio administers the contracts and oversees placement and home confinement across its four districts, under the Bureau’s home confinement policy.
Can someone in a halfway house or on home confinement under RRM San Antonio request compassionate release?
Yes, and the request goes to this office rather than to a warden. Program Statement 5050.51, issued September 3, 2026, provides at p. 3 that “‘Warden’ includes Residential Reentry Manager for requests filed by inmates designated to an RRC or on home confinement,” and that such requests “will be sent to the Residential Reentry Management Office responsible for the jurisdiction in which the inmate is confined.” The policy also requires the request to address why a reduction in sentence is appropriate notwithstanding the person’s placement in prerelease custody. How do administrative remedies work for people under RRM San Antonio?
The same four-step process applies, with one change of address. Program Statement 1330.18 at p. 6 provides that “CCC inmates may mail their Requests to the CCM” — in current language, to the Residential Reentry Manager. Is a contract on the Bureau’s list a promise of a bed?
No. The table on this page lists the thirteen residential reentry contracts RRM San Antonio administered as of September 2026, with their contract capacities. A capacity is not an opening, a listing is not a placement, and the Bureau can place someone at a center other than the nearest one.
Can I send mail or money to someone at RRM San Antonio?
No. An RRM office is administrative and houses nobody. Mail and funds for a person in a halfway house go to that center under its own rules, and for someone still at an institution they go to the institution. Contact the center or the unit team, not the RRM office, for either.
