RRM Montgomery at a glance
RRM Montgomery is one of the Bureau of Prisons’ 22 Residential Reentry Management field offices, and the only one printing five judicial districts in the Southeast. It covers all three Alabama districts and both Mississippi districts from a building on Maxwell Air Force Base, in the Southeast Region, and administers six halfway-house contracts.

What does RRM Montgomery do?
It is the Bureau’s contracting and oversight office for community placement in Alabama and Mississippi. Nobody serves a sentence at it. The Bureau describes the work of these offices this way: RRMs “administer contracts for community-based programs and serve as the Federal Bureau of Prisons local liaison with the federal courts, the U.S. Marshals Service, state and local corrections, and a variety of community groups within their specific judicial districts,” and “RRM Staff also monitor local Residential Reentry Centers.”
Two names attach to one office. Program Statement 7310.04, still the referral procedure, calls it a Community Corrections Manager; Program Statement 5325.09, issued June 22, 2026, records at p. 1 that it “Changes Community Corrections references to Residential Reentry Management (RRM).” Older paperwork that says CCM is describing this office.
Which federal judicial districts does RRM Montgomery cover?
Five, across two states, which bop.gov prints as Northern Alabama, Middle Alabama, Southern Alabama, Northern Mississippi and Southern Mississippi. Alabama “is divided into three judicial districts to be known as the Northern, Middle, and Southern Districts of Alabama” (28 U.S.C. § 81), and Mississippi “is divided into two judicial districts to be known as the northern and southern districts of Mississippi” (§ 104), which the Code prints in lower case. The institutions in them appear on our pages for federal prisons in Alabama and federal prisons in Mississippi.
Neither state is shared with another office, and neither has a district left out: the five lines above are every federal judicial district in Alabama and Mississippi. That is worth saying because the Bureau’s roster is not uniform. Middle Florida is printed on two pages, RRM Miami and RRM Orlando, and the Bureau lists both without saying which takes a referral. Here there is one office and no ambiguity.
The district that counts is the one a person is released to. Program Statement 7310.04 at p. 12 has a warden who doubts a referral “consider contacting the Chief USPO in the release district.” Someone serving a term in Kentucky whose release address is in Tupelo belongs to this office; someone at FCI Talladega going home to Atlanta does not.
Which halfway houses does RRM Montgomery oversee?
Six contracts on the Bureau’s national list in September 2026, contracted for 279 beds in total — three in Alabama and three in Mississippi, one for each of the five districts except Southern Mississippi, which has two. A contract is not a bed held open, and the columns are capacities rather than head counts.

The spread is thin for five districts. The Jackson contract is the smallest in the table at 12 beds, and Birmingham is the only one of the six coded RRC alone rather than RRC/HC, meaning that row is a reentry center contract without the home confinement component the other five carry. The Spanish Fort row’s telephone is printed by the Bureau as an unpunctuated string of digits, and is reproduced that way above.
What a center asks of the people living in it is set out by the Bureau: employment “40 hours/week within 15 calendar days after their arrival at the RRC,” and a subsistence fee of “25 percent of their gross income, not to exceed the per diem rate for that contract.” Our halfway house page covers how a placement is run.
When does halfway-house and home-confinement placement happen?
Two timetables run before anyone moves. Release Preparation Program enrollment comes first, and Program Statement 5325.09 at p. 8 provides that “Inmates will be enrolled in the RPP between 18 and 24 months prior to their institution departure date to the community.” The referral decision follows: Program Statement 7310.04 at p. 13 provides that “Normally 11 to 13 months before each inmate’s probable release date, the unit team shall decide whether to refer an inmate to a Community Corrections program,” wording dated December 1998.
The statute sets the outer edges. Under 18 U.S.C. § 3624(c)(1) the reentry portion of a term is “not to exceed 12 months.” Home confinement under § 3624(c)(2) runs for “the shorter of 10 percent of the term of imprisonment of that prisoner or 6 months.” Custody earned through First Step Act time credits is not held to either — § 3624(g)(10) provides that “The time limits under subsections (b) and (c) shall not apply to prerelease custody under this subsection” — but nothing here fixes a date for anyone.
One piece of that changes at the end of this month. Until September 30, 2026, 28 C.F.R. § 523.42(a) ties the start of credit earning to “the date the inmate arrives or voluntarily surrenders at the designated Bureau facility where the sentence will be served”; First Step Act Time Credits-Revisions, 91 Fed. Reg. 55740 (Aug. 31, 2026), removes that clause and states at 55740 that “This rule is effective September 30, 2026.” After that the paragraph reads that “An eligible inmate begins earning FSA Time Credits after the inmate’s term of imprisonment commences” (at 55743).
How do I contact RRM Montgomery?
The number is 334-922-6684 and the fax is 334-293-2357. bop.gov prints a mailbox for the office, [email protected], which is what attorneys generally use. Staff mail is addressed to STAFF NAME, RRM Montgomery, Residential Reentry Office, Maxwell AFB, Bldg 1209, 820 Willow Street, Montgomery, AL 36112 — an address on a military installation, which is worth knowing before anyone drives there. Montgomery County is the county of record, and the street block and staff-mail block agree, which is not true at every RRM office.
Nothing should be sent to a person at this address; it houses no one. Post for someone living in a reentry center goes to the center, and the Bureau’s inmate locator is what answers where a person is. The division of work is the same in both states: the unit team at the institution makes the referral, the contractor runs the daily rules, passes and employment checks, and this office administers the contracts and oversees home confinement across all five districts.
Can someone in a halfway house or on home confinement under RRM Montgomery request compassionate release?
Yes, and the request is filed here. Program Statement 5050.51 of September 3, 2026 provides at p. 3 that “‘Warden’ includes Residential Reentry Manager for requests filed by inmates designated to an RRC or on home confinement,” that the request must address “why RIS is appropriate notwithstanding the inmate’s placement in prerelease custody,” and that requests “will be sent to the Residential Reentry Management Office responsible for the jurisdiction in which the inmate is confined.”
The clock to court is unchanged. 18 U.S.C. § 3582(c)(1)(A) allows a defendant’s own motion after administrative rights are exhausted or after “the lapse of 30 days from the receipt of such a request by the warden of the defendant’s facility, whichever is earlier” — and in prerelease custody the Residential Reentry Manager is that warden. How do administrative remedies work for people under RRM Montgomery?
The route is the institution’s, with a different first recipient. Program Statement 1330.18 provides at p. 6 that “CCC inmates may mail their Requests to the CCM,” today the Residential Reentry Manager, and at p. 9 that a response is due “by the Warden or CCM within 20 calendar days; by the Regional Director within 30 calendar days; and by the General Counsel within 40 calendar days.” At p. 5, “Where the inmate demonstrates a valid reason for delay, an extension in filing time may be allowed.” See our guide to filing a BP-9.
Frequently Asked Questions
What do the letters RRM mean on a Bureau document?
Residential Reentry Management. An RRM is a field office rather than a facility: it buys halfway-house beds under contract, supervises home confinement and is the Bureau’s local point of contact for the federal courts and for state corrections in its districts. Bureau paperwork written before 2026 calls the same office a Community Corrections Manager.
Is RRM Montgomery inside a prison?
No. The address the Bureau prints is a building on Maxwell Air Force Base in Montgomery, and the office is administrative: it holds nobody, receives no inmate mail and is not a visiting address. The reentry centers it contracts with are separate premises with their own telephone numbers.
Which states does RRM Montgomery cover?
Alabama and Mississippi, both of them whole. bop.gov prints Northern, Middle and Southern Alabama and Northern and Southern Mississippi, which together are every federal judicial district in the two states. No second reentry office prints any of the five, and none of the five is missing from the Bureau’s roster.
How many reentry centers does RRM Montgomery administer?
Six, on the Bureau’s national list in September 2026: Birmingham, Montgomery and Spanish Fort in Alabama, and Hattiesburg, Jackson and Tupelo in Mississippi. Their contracted capacities add to 279 beds, the smallest being twelve at Jackson. A capacity is not a vacancy and a listing is not a placement.
Who refers a person to a halfway house?
The unit team at the institution, under Program Statement 7310.04 at p. 13, normally 11 to 13 months before a probable release date. RRM Montgomery administers the contracts and oversees the placement afterwards. Neither a family nor the person can apply to the reentry office directly, and the Bureau makes the decision.
Can home confinement last longer than six months?
Under 18 U.S.C. § 3624(c)(2) that authority is limited to the shorter of 10 percent of the term or six months. Home confinement served on First Step Act time credits is a different authority, and § 3624(g)(10) provides that the subsection (c) time limits do not apply to it. Neither is a promise about any person.
Where does a Mississippi release go for halfway-house placement?
To this office. The Bureau prints both Mississippi districts on RRM Montgomery’s page, so a release address anywhere in the state is administered from Alabama. Three of the six contracts on this page are in Mississippi, at Hattiesburg, Jackson and Tupelo, and the release district rather than the sentencing court decides.
