Great Plains Correctional Facility incarcerates approximately 1,750 federal inmates. It has a rated capacity of 1,940 inmates.
CI Great Plains Prison Services Information
Background
CI Great Plains is a contracted correctional institution operated by the private prison corporation The GEO Group, Inc. It opened in 1991 as the state’s first private correctional facility. It is now under contract with the federal government.
The American Correctional Association (ACA) initially accredited the facility in 2017. It is one of the few remaining private facilities contracted to house federal inmates.
From 2000 to 2007, the prison housed prisoners for the Oklahoma Department of Corrections. Upon termination of this contract, the facility housed Arizona state inmates until 2010. The facility was then empty from 2010 to 2014.
In 2014, the Federal Bureau of Prisons contracted with Great Plains Correctional Facility to house federal inmates. These inmates are primarily low-risk, deportable aliens with less than a year remaining on their sentence. While these are the target inmate demographics, a recent PREA audit report indicates the average imprisonment length as 48 months.
Located in Hinton, Oklahoma, it is owned by the Hinton Economic Development Authority. The facility is Hinton’s largest employer of community residents.
Inmate Housing
Inmates are housed in cell and dormitory-style settings. Restrooms are available inside each cell.
The facility has five main housing units and one Restrictive Housing Unit.
- Housing Unit A has 240 general population beds.
- Unit B has 132 inmates. Unit C has 280 general population beds.
- Units D and E house 640 beds.
- The Restrictive Housing Unit holds 100 beds.
Health Services
Correctional Institution Great Plains provides inmates with routine and emergency dental and health care. Emergency health care is available 24 hours a day by approaching any staff member and requesting assistance. Inmates must submit a sick call form for evaluation of routine healthcare needs.
Psychology Services
CI Great Plains provides inmates with an intake interview, substance abuse counseling, life skills, and employment assistance. Typical inmate treatment groups include stress management, anger management, and others. Crisis intervention is available 24 hours a day.
Residential Drug Abuse Program (RDAP)
Great Plains CI does not offer the Residential Drug Abuse Program (RDAP). However, Alcoholics Anonymous (AA) and Narcotics Anonymous (NA) are available.

Education Services
CI Great Plains offers the inmate population GED, English-as-a-Second Language (ESL), and Adult Basic Education (ABE) courses. Prisoners without a GED or high school diploma are required to attend classes. High school diplomas and post-secondary degrees are available through paid correspondence programs.

Library Services
Prisoners have access to a law library, leisure library, general-interest library, and religious services. Inmates can check out fiction and nonfiction books, newspapers, and magazines in the leisure library. Prisoners can conduct legal research and prepare legal filings in the law library.
UNICOR
Correctional Institution Great Plains does not house a UNICOR facility.
Commissary
Inmates can shop once per week at the prison commissary. Prisoners can order food, drinks, hygiene products, and electronics.
Recreational Services
Correctional Institution Great Plains offers indoor and outdoor inmate recreation opportunities. Inmate offerings include arts and crafts, physical fitness, sports, board and card games, and more.
Visitation Information for CI Great Plains
Inmates may receive visits from 8:30 a.m. to 3:00 p.m., Saturdays and Sundays. On federal holidays visiting is held between 8:30 a.m. and 3:00 p.m.
