Rivers Correctional Center is a contracted correctional institution operated by the private corporation GEO Group, Inc. The facility houses inmates for state and federal government agencies.
The prison primarily houses deportable aliens convicted of federal crimes, as with many contract private prisons. Many inmates incarcerated at CI Rivers are inmates from the District of Columbia.
The facility received initial accreditation from the American Correctional Association (ACA) in 2003. The prison was reaccredited in 2006, 2009, and 2012. The Joint Commission (JCAHO) accredited the facility in January 2003. The institution was reaccredited in 2006 and 2009.
While some sources have indicated that the Rivers Correctional Facility is a medium-security prison, this is incorrect. The facility is a low-security prison. In 2021, President Biden signed an executive order requiring the U.S. Attorney General not to renew contracts with privately-operated correctional facilities.
Inmates at Rivers Correctional Institution are housed in two-person cells within housing units.
The facility has four general population housing units and a Special Housing Unit.
The four general population housing units hold approximately 360 inmates each. These housing units are divided into five pods. Inmates are housed in two-person cells.
The Special Housing Unit consists of two types of cells: administrative segregation and disciplinary segregation cells. There are 39 administrative segregation cells. Additionally, the SHU houses 26 disciplinary segregation cells. Each SHU cell holds two inmates. Every cell has its own shower and toilet.
New arrivals receive an intake examination. Routine and emergency health care and dental care are available to the inmate population. Emergency care is available 24 hours a day. Inmates must submit a sick call form for routine or chronic health care concerns.
CI Rivers provides inmates with access to a variety of treatment groups. Stress management, anger management, parenting, and life skills classes are available. Psychology Services Department also offers the “Doing Time with the Right Mind” program. This program teaches inmates time management, conflict resolution, and preparation for re-entry into society.
