USP Lompoc Prison Services Information

Background

United States Penitentiary Lompoc is a medium-security prison in Lompoc, California. It was opened in 1959 and is part of the Lompoc Federal Correctional Complex (FCC Lompoc). United States Penitentiary Lompoc Camp is adjacent to the primary institution. Both prisons house male inmates.

The prison was initially designated as Federal Correctional Institution Lompoc. In 1981, it was converted to USP Lompoc. The current FCI Lompoc is a low-security federal prison.

Notable inmates at Federal Correctional Complex Lompoc include:

  • White House Chief of Staff H.R. Haldeman: served 18 months for conspiracy and corruption charges related to the Watergate scandal.
  • Co-founder of EarthLink Reed Slatkin: served 14 years for mail fraud, wire fraud, money laundering, and conspiracy to obstruct justice.
  • Co-founder of the Black Mafia Family Demetrius Flenory (serving 30 years for leading a national drug trafficking operation.

Media reports state there have been at least two riots at the prison: one in which two guards and four inmates were injured and another that consisted of 30 to 50 inmates. One prison guard has been killed, and at least four stabbed by inmates. Additionally, federal authorities indicted at least one correctional officer for smuggling drugs into the institution.

At least two FCC Lompoc inmates have escaped from the camp.

United States Penitentiary Lompoc inmates live in one and two-person cells. There is a total of eleven housing units. Camp inmates live in open dormitories.

The USP Lompoc medical department offers the following medical services:

USP Lompoc does not have the Residential Drug Abuse Program (RDAP). The facility does provide a Drug Abuse Education Course, the Non-Residential Drug Abuse Program (NR-DAP), and Alcoholics Anonymous (AA).

Education Services

Federal Correctional Complex Lompoc inmates can access literacy classes, GED programming, and English-as-a-Second Language programs. Graduation ceremonies recognize GED, ESL, and Occupational Education completions. Adult Continuing Education (ACE) and parenting classes are also available. High school diplomas and college degrees are available through paid correspondence programs.

Lompoc Penitentiary offers vocational training in hydroponics and construction.

Apprenticeship

USP Lompoc does not offer any apprenticeship programs.

Library Services

United States Penitentiary Lompoc has both leisure and law libraries. The leisure library offers magazines, newspapers, fiction, nonfiction, and reference books. Inmates also have access to DVD movies.

Inmates can access legal materials and prepare legal documents through the TRULINCS Electronic Law Library. A copying machine and electric typewriters are also available for inmate use.

UNICOR

FCC Lompoc UNICOR facility produces electronics and plastics and handles services.

Commissary

Spending at the facility is restricted to $360.00. Inmates may shop once a week on their shopping day. Copy cards, postage stamps, and over-the-counter medications do not count against the spending limitation. Learn more about the prison commissary here.

Recreation Services

Recreation, leisure, wellness, and social programs are available to USP Lompoc inmates. Leisure activities include:

USP Lompoc in the News

In February 2017, Armando Chavez-Tapia, a prisoner at United States Penitentiary Lompoc, filed a lawsuit against prison staff for medical negligence. Chavez-Tapia claimed that he was diagnosed with cancer and suffering terrible pain, but the first Bureau of Prisons doctor ridiculed him, and a second doctor gave him ibuprofen.

In May 2004, Julio Vega, a guard at USP Lompoc, pleaded guilty to attempting to bring three grams of heroin into the prison after getting caught in a sting operation.

In 2003, Federal Correctional Complex Lompoc inmates rioted, leaving two federal inmates and four guards injured.

In 1998, a fight broke out involving 30 to 50 black and white prisoners in the recreation yard after a football game at USP Lompoc.

In 1997, an unnamed prisoner at FCC Lompoc stabbed guard Scott Williams to death and injured four other guards who responded to the attack.
