Hawkins County Jail guard Scott Winkle “laid hands” on a prisoner while walking him back to a cell following a disturbance. Although the physical contact did not rise to the level of an assault and no criminal charges were filed, Winkle was fired on September 19, 2013, for violating county regulations. He had recently attended a training session on appropriate physical contact in response to a February 2013 staff-on-prisoner assault incident. In the case, jailer Roy Junior Mathes was charged with misdemeanor assault.
