The Airpark Facility opened in 1991 on the former Webb Air Force Base. It originally housed 564 beds. A 1999 expansion converted the administration building into inmate housing. The facility now houses up to 652 inmates.

The Cedar Hill Facility opened in 1998 with 520 beds. Following its 2018 expansion, the facility now houses up to 1,080 inmates. The facility achieved initial accreditation through the American Correctional Association in 2010 and re-accreditation in 2012 and 2015. The current facility delivers all services, providing an environment for residents working their way through the judicial system.
